Do you need a union and an a-kasse in Denmark? What they cost and what they do
An a-kasse is voluntary unemployment insurance that pays dagpenge if you lose your job; a fagforening is a trade union that gives legal help and negotiates your pay. They are separate organisations with separate fees. You must be a member for a year and meet an income requirement, so join on your first day of work.
- A-kasse membership
- Voluntary, roughly DKK 500-600 a month, tax-deductible
- Waiting period
- 1 year of membership before you can claim dagpenge
- Income requirement 2026
- DKK 286,632 over the last 3 years, full-time insured
- Maximum dagpenge
- DKK 22,041 a month in 2026, up to 90% of your salary
- If you were insured abroad
- Apply within 8 weeks after your foreign insurance ends; use a PD U1 form
Do you need an a-kasse in Denmark?
Nobody forces you to join one, but the consequences of not joining are concrete. An a-kasse (arbejdsløshedskasse) is a voluntary unemployment insurance fund. If you lose your job as a member, you get dagpenge. If you are not a member, your only fallback is kontanthjælp (social assistance) from your kommune (municipality), and many newcomers do not qualify for the ordinary rate. The standard rate (grundsats) and the increased rate (forhøjet sats) both require at least nine years of lawful residence in the realm - Denmark, Greenland and the Faroe Islands - within the last ten, and, for people who moved here, two years and six months of full-time work within the last ten. Without both you are left with mindstesats (minimum rate, DKK 7,095 a month before tax in 2026) and an arbejdspligt (work obligation). The residence and work tests do not apply to the extent that EU law already gives you a right to the benefit borger.dk.
For most people arriving with a job, the sensible move is to join on your first day of work. You do not have to be in work to become a member: under section 41 of the Act on Unemployment Insurance, anyone who lives in Denmark and is between 18 and two years below the state pension age has the right to be admitted to an a-kasse Retsinformation. What a job gives you is the income record that the right to dagpenge depends on.
What is the difference between a fagforening and an a-kasse?
They are two different organisations, and confusing them is the classic newcomer error.
A fagforening (trade union) is your professional and legal representative. It negotiates collective agreements, checks your contract, advises on pay and represents you in a dispute with your employer. That is where the lawyers are.
An a-kasse is purely financial. It administers your unemployment insurance and pays dagpenge. It cannot help you if your employer refuses to pay holiday money or dismisses you unfairly a-kasser.dk.
Some organisations, like 3F, sell both together; others sell only the a-kasse.
Why does deciding early matter?
Because dagpenge is a time-based entitlement, not a safety net you can buy when you need it.
Two clocks start the moment you join. You must be a member for at least one year, and you must meet the income requirement during that membership. Joining in the month you hear rumours of layoffs gets you nothing a-kasser.dk.
What are the rules for getting dagpenge?
To claim dagpenge as of 2026 you must meet all of these a-kasser.dk:
- Be at least 18 and have more than two years until state pension age.
- Be a member of an a-kasse for at least 12 months.
- Have earned DKK 286,632 in gross income over the last three years as a full-time insured member (DKK 191,088 if part-time insured).
- Only income earned while you were an a-kasse member counts, and you can count a maximum of DKK 23,886 per month - so you always need roughly a year of work.
- Be able to take a job with one day’s notice, which for non-EU citizens means your residence permit must allow you to take any job.
- Live and stay in Denmark, register as a job seeker on jobnet.dk, and be actively looking for work.
There is no residence requirement (opholdskrav) any more. Denmark had one from 2019, requiring a set number of years of lawful residence in Denmark or the EU/EEA, but it was repealed with effect from 1 February 2020, and the current official list of dagpenge conditions does not include one borger.dk STAR.
Once you are claiming, the entitlement runs for two years (3,848 hours) within a three-year reference period, and you can extend it by working: one hour of work gives two extra hours of dagpenge a-kasser.dk.
If your work permit is tied to your employer
If you hold a residence and work permit tied to a named job - the Pay Limit Scheme (beløbsordningen) or the Positive List (positivlisten), for example - losing that job puts the permit itself at risk, not just your income. The permit is granted on the basis of that employment, SIRI must be told if you lose the job, and the permit is normally revoked when the job goes.
If you become unemployed through no fault of your own, you can apply for a residence permit to look for a new job in Denmark for up to six months. Three conditions decide whether that works for you: you must apply no later than two days after your employment ends, you may not work while you hold it, and you must keep a Danish address. The scheme does not cover every work permit - the Pay Limit Scheme, the Positive List for People with a Higher Education, the researcher scheme and parts of the fast-track scheme are included, others are not. If you find a new job under it, you apply for a new residence and work permit, and you may start the new job as soon as you have submitted that application New to Denmark.
The dagpenge consequence is blunt. Because a job-search permit does not allow you to work, a-kasser.dk’s guidance is that you cannot collect dagpenge during those months, and an a-kasse is only worth paying for if your right to stay in Denmark extends beyond your job contract a-kasser.dk. If your right to live here depends on one specific employer, you do not meet the requirement to be able to take any job with one day’s notice, so you normally cannot draw dagpenge at all while you are tied to that job - even after paying fees for years. Check the wording on your own permit and ask your a-kasse before you rely on any of this, and see visa and residence permits New to Denmark.
Can unemployment insurance from another EU/EEA country count in Denmark?
Yes, but only on strict conditions, and this is the rule that trips up people who were insured against unemployment before they moved here. It applies only if you want those foreign periods to count. If you were not insured abroad, you join an a-kasse and build up the year of membership in the normal way.
If you have not been a member of a Danish a-kasse within the last five years but were insured in another EU/EEA country, Switzerland or the UK, the foreign periods can count towards the membership requirement. Within eight weeks of your foreign insurance ending you must apply in writing to a Danish a-kasse and start work in Denmark. Before you become unemployed you must also have worked at least 296 hours within a continuous period of 12 weeks or three months as a full-time insured member, or 148 hours if part-time insured Retsinformation.
If you were a member of a Danish a-kasse within the last five years, the hours requirement does not apply: you must live in Denmark and apply to an a-kasse within eight weeks of your foreign insurance ending Retsinformation. Either way, the foreign periods are documented on a PD U1 form issued by the other country’s unemployment authority 3F.
If you moved here and started working immediately, the ordinary path applies - but the year of membership still has to pass.
How much is dagpenge in 2026?
Dagpenge is up to 90% of your previous salary, capped at a maximum monthly rate.
- Maximum, full-time insured: DKK 22,041 a month in 2026 a-kasser.dk.
- Maximum, part-time insured: DKK 14,694 a month.
- The rate is calculated on the best 12 of your last 24 months, and to hit the maximum in 2026 you need an average monthly salary of about DKK 26,620 before the 8% labour market contribution.
- There is no minimum rate. If your income was low, you get 90% of that low income.
The Ministry of Employment publishes the official rate table each year Ministry of Employment.
What does membership cost?
- A-kasse: roughly DKK 500-600 a month as of 2026, depending on the fund. Every a-kasse pays the same dagpenge, so you are choosing administration and service, not the level of cover a-kasser.dk.
- Union: fees vary far more widely, from around DKK 70 a month at the cheapest unions to DKK 400-500 a month for the professional associations that employ lawyers and negotiators.
- Tax: both fees are tax-deductible, and Skat applies the deduction automatically. At a typical marginal rate that cuts the real cost by roughly a third.
Which union covers your sector?
- 3F - skilled and unskilled workers in construction, transport, cleaning, manufacturing and hospitality 3F.
- HK - office work, retail, service and administration HK.
- DJØF - law, economics, business, social science and public administration DJØF.
- IDA - engineers, IT people and natural scientists IDA.
- Dansk Metal - metalwork, industry and manufacturing Dansk Metal.
If your sector does not match any of them, an interdisciplinary a-kasse such as Krifa or ASE accepts members from any industry.
How do you join, and can you switch?
Joining takes about ten minutes online with your CPR number and MitID a-kasser.dk.
Switching is free and you keep your seniority. The new a-kasse handles the transfer, cancelling your old membership for you, and the move usually takes effect from the first of the month after they receive your application ASE.
What are the graduate rules, and what do you do after a lay-off?
If you finished a qualifying education of at least 18 months, the dimittendregel (graduate rule) lets you claim dagpenge without a salary history, at a fixed rate that is lower than the full dagpenge rate. Apply within two weeks of finishing, and preferably keep a free student membership running for at least a year before you graduate, otherwise you face a one-month quarantine a-kasser.dk.
After a lay-off, the first 24 hours matter:
- Register as a job seeker on jobnet.dk on your first day of unemployment a-kasser.dk.
- Submit the ledighedserklæring (declaration of unemployment) in your a-kasse’s self-service.
- Benefits are approved from the day you registered on jobnet.dk, so a delay costs you money.
- Keep filing your monthly benefit card, and tell the a-kasse about any work, holiday, illness or travel.
If you resign without a valid reason, or are dismissed for something substantially your own fault, you normally get three weeks of quarantine without dagpenge a-kasser.dk.
What it costs and how long it takes
| Item | Amount (2026) |
|---|---|
| A-kasse fee | About DKK 500-600 a month, tax-deductible |
| Union fee | About DKK 70-500 a month, tax-deductible |
| Income requirement, full-time insured | DKK 286,632 over 3 years |
| Monthly income you can count | Up to DKK 23,886 |
| Maximum dagpenge, full-time | DKK 22,041 a month |
| Maximum dagpenge, part-time | DKK 14,694 a month |
| Minimum membership period | 1 year |
| Quarantine after resigning | 3 weeks |
Joining takes minutes. The one-year waiting period is the part you cannot compress.
Common mistakes
- Joining only when a layoff is rumoured. The one-year membership requirement means you are already too late.
- Thinking the union pays your benefits. It does not; the a-kasse does.
- Paying a-kasse fees while your permit is tied to one employer. If your right to stay depends on that job, you cannot be available for any job at one day’s notice, so you cannot draw dagpenge and the fees buy you nothing.
- Assuming foreign insurance counts automatically. If you were not in a Danish a-kasse in the last five years, your EU/EEA insurance periods only count if you also work 296 hours in Denmark within 12 weeks (148 if part-time insured) before you become unemployed.
- Missing the eight-week deadline. Transferring insurance periods from another EU country has a hard window.
- Not registering on jobnet.dk on day one. Your benefits start from that registration.
- Forgetting the monthly benefit card. Missing it delays payment even when you are entitled.
If something goes wrong
If your a-kasse rejects your claim, ask for the decision in writing with the rule it relies on, then check the requirements summary yourself a-kasser.dk. Appeals go through the fund first, and the state agency supervises the system STAR.
If a job centre or the a-kasse says you are not available for work, the usual cause is a residence permit that does not allow you to take any job with one day’s notice, or long absences from Denmark borger.dk.
Frequently asked
Do I have to join an a-kasse in Denmark?
No, membership is voluntary. But without it you have no unemployment insurance, and if you lose your job your only fallback is kontanthjælp (social assistance) from your kommune, which is means-tested. The ordinary rates need nine years of lawful residence in the realm within the last ten, plus two and a half years of full-time work in the last ten if you moved here; without both you get only the minimum rate (mindstesats, DKK 7,095 a month before tax in 2026) and a work obligation. Most people join on their first day of work [borger.dk](https://www.borger.dk/arbejde-dagpenge-ferie/Dagpenge-kontanthjaelp-og-sygedagpenge/Kontanthjaelp/kontanthjaelp).
How long must I be a member before I can get dagpenge?
One year, and during that time you must meet the income requirement of DKK 286,632 over three years if you are full-time insured. Because you can count a maximum of DKK 23,886 a month, in practice you need at least a year of work.
Can I join a Danish a-kasse if I was insured in another EU country?
Yes. If you were insured against unemployment in another EU or EEA country, those periods can count, but you must apply to a Danish a-kasse no later than eight weeks after your insurance ended in that country, and provide a PD U1 form issued by its unemployment authority.
What happens if I resign or am dismissed for cause?
You normally get three weeks of quarantine (karantæne) with no dagpenge. Resigning without a valid reason, or being dismissed for something substantially your own fault, both trigger it.
Are a-kasse and union fees tax-deductible?
Yes. Both the a-kasse fee and the union fee are deductible on your Danish tax return, and Skat applies the deduction automatically, which cuts the real cost by roughly a third.
